So like could the OP let Deku have his projectiles to even this out because if it's equalised to Deku's speed it could come off as biased but if it's equalised to Steve's it's the same but in reverse

So Midoriya's travelling speed is normal human level with subsonic reaction speed, combat speed and flight speed now?

Idk if characters are allowed to use ways of making themselves faster when speed is equalised, although I doubt it, I'm not sure...

Btw a full leather steve is capable of surviving hits from an iron golem. Which are High 8-C to 8-B Attacks.

They can still use speed amplification techniques. However the slower cannot use speed amp to win by blitzing the faster

Edit: Got Ninja'd

Also yes characters are allowed to amp speed.

So Deku and Steve have the exact same speed stats so they run at the same speed and fight at the same speed?

Yeah, like every other equalized matches. Only reaction speed is unchanged I believe

So Steve uses Splash Potion II on himself to make him much faster and outmaneuver Midoriya and attack and slash him to death?

A speed potion will only make steve 20% or 40% faster depending on if its speed 1 or 2 which is far from being a blitz. And only last a certain ammount of time.

@Epsilon If reaction speed is unchanged it's a stomp right since Steve can't touch Deku
Idk for reaction speed, though I don't think it's a stomp since react to =/= dodging everything

Yes, however the probability of getting a speed potion should still be accounted for. Btw Steve scales to >>0.77 tons of TNT since he can kill endermen which can survive Creeper Explosions and Iron Golem Attacks.

Also I forgot to say Deku starts at 8% just to make this fair otherwise he would be able to amp his speed pretty insanely.

That is the reason speed is equal. It makes the match more fair.

Since there are so many potions out there, it's likely that he will get at least a couple, also, Steve has a chance of getting the Totem Of Undying. If he gets it, then it's all over for Midoriya.
Totem Of Undying
Look at how much Regenerationn and how much it lasts and also, Absorption.

"several levels faster than before" dosent seem "not that great". Also that is fair because we aren't considering the chances of steve getting a potion of speed.

I mean technically he would be able to but Deku isn't just gonna let him get his stuff.
