Going with Ryuko here. Deku does has higher AP + Analytical prediction but I'm not sure if he can find a way around High-Mid regen which is combat applicable in the Post Junketsu key along with Reactive Evolution.
Ryuko wins, high diff. Would be a great match.
 
Izuku is only 3.53 Petatons with a single attack, which is done by storing up Kinetic Energy. At best he can store up energy in two limbs for two attacks at that level.

Of course he'll need to charge up that energy again after every single use.

His actual strength and durability rest at 430 Teratons, which is 4x below than what Ryuko scales to.

He's vastly weaker and has zero way of getting through her regeneration.

This is a stomp.

If we don't match the speed and let it be a Speedblitz, would it then be a total stomp in favor of Deku, or would Ryuko have any chances? Well, Ryuko would only be able to adapt to the speed if the fight drags on for too long
 
Izuku is incapable of putting Ryuko down at all, nothing he has can defeat her.

Speed being equalized or not doesn't change anything, she can easily just outlast him since she has insane stamina and regeneration.

Ryuko stomps period.
