Hedorah is 31.9 kilotons, Steve scales above a really casual 25 kiloton feat. Steve also has several resurrections with the Totems of Undying, 7-C summons with Iron Golems, more skill and death manipulation which can bypass the regen. Aside from that, Steve's a lot more versatile and a small target, so the range shouldn't be a problem either.
