Okay, so this may be a bit tricky. Steve can easily deal with creatures with an AP of 0.016 tons of TNT as their AP. The villager can do 0.039 tons without any clue how combat works. Both Steve and Villager have similar lifting strength with a single arm. A villager can hold up a whale shark, which can weigh around 10 tonnes to 15 tonnes depending on the source, with a single hand. Steve can hold up 19.3 tonnes in a single hand. Supposedly a tree needs 50 tonnes to be uprooted, but that's an unreliable metric gotten from a Reddit discussion about DnD. Steve has a durability of 0.3 tons, which will make things tough, but the Villager has some hax that would ignore Steve's dura, one which is canon and the other which is dubious. Resetting serves as time manipulation the same way a restore point in a computer does in which the Villager can reset the world he or she is in to a previous state, although the inexplicably acausal Mr. Resetti would catch on to that. Granted, resetting can also be done by forgetting to save, but still. Time travel is dubious as that was a menu option rather than a player thing, but it's here, so yeah.

The villager can seemingly create new earth with a construction kit, which is something you'd probably figure out yourself if you played that far in Animal Crossing New Horizons.

For this match, win by incap or KO is allowable as Steve can pretty much will himself back to life, at the price of being teleported back to wherever the heck he came from. This is Steve without equipment (where Steve is at his weakest) vs the Villager.

Side note, I had looked back at Steve vs Deku when typing this. No wonder why I hadn't acknowledged that match; it's basically a skillstomp in Steve's favor and in the key I picked out for Deku, no 8-B character is more skilled than Deku.
 
To be fair, Steve punchs have extended meele range(Or at least should have) sinse he can punch mobs around 3 meters away of him

other them that, steve should take this thanks to combat experience, and sinse the battle takes place in central park, he would be able to colect ressources from the enviroment that can actually be used in combat, making weaponary, towers of dirt etc, also even trough villager walking speed is faster steve reaction and combat speed completly blitz vilager, so in close combat steve can literaly do a "Jotaro" and destroy vilager by spaming punches

To have a idea, Villager sling shoot moves at 13,4112 m/s to 22,352 m/s while steve can at a speed grater them 100 m/s, steve can punch villager face around 5 times before villager fastest atack hit him

also, just for note, if we put the whale shark as 15 tonns, It will weight 15000 kg and steve can carry 39683.3 kg, so the diference is around 2 times

any way, voting steve from just beingh able to dodge everything villager can trow at him and beingh able to "ORA ORA ORA ORA" Villager to incapacitation

as well beingh a lot better at using the eviroment to It's advantage

Also, thanks to villager strange time manipulation I don't think It's a stomp sinse he can teorically do a "Frisk" and eventually win, tecnically
