I find it pretty funny that Shadow Generations has three city based stages in it, much like Sonic Generations having three city stages as well. Those being Sunset Heights, Radical Highway, and the upcoming Tokyo stage based off the upcoming Sonic 3 movie.

I don't get why SEGA has such an odd obsession with city stages in games celebrating the past and future, but they do. Honestly? I would've preferred if Black Comet had been the last stage instead of Radical Highway, though it's not a massive dealbreaker.

I mean I guess it makes sense thematically wise, it was the stage where Shadow was first playable and essentially Shadow's Green Hill. But you know what would've been cool? Imagine if the first act of the final stage was Radical Highway, but the second act turns into Black Comet due to Black Doom's ever increasing power.

He just thinks Radical Highway is so cool.

In all seriousness, the common theory I see floating about for the plot reason is that Black Doom is trying to remind Shadow of when his rage at humanity was at his peak. I imagine the meta reason was just that they wanted to bring back Shadow’s Green Hill, but since they were starting out with the ARK they decided to make Radical Highway Doom’s calling card and the final stage instead.

No, in the game right after he defeats the final boss Sonic chases Eggman and Gemerl knocks the emeralds out of him, goes Ultimate, knocks Eggman into Sonic and flies off, Sonic gets the emeralds and goes super to chase him with Eggman hot in their trail, at no point does the ME change the world back to normal (in fact the sky stays the same) it's only when Sonic gets knocked unconscious after the true final boss that the world changed back to normal.
