Check his speed again. It's a big difference. Plus his reactions are faster if it's supernatural attacks.

Also, superhuman vs peak human isn't a blitz, and the jaguar's combat speed isn't much different from a real human

Stated? Never directly, like most details about Touma's powerset. But feats show that pretty clearly - indirectly supernatural m-hypersonic Saints blitz him, while directly supernatural FTL+ arrows from Othi don't... until he gets so close to her that he doesn't have a room to move right hand around anymore.
When he enters CQC range, yes, he keeps ridiculous kinetic vision. Once he is in it, he can rely only on combat speed, which is decisively lower.

The whole Touma being speed blitzed by saints thing is bull shit and I can prove it if you want but I don't know if I should do it here but anyway since were using assumptions based on fact, I'll say Touma's precognition only works if an attack is going to kill him

the argument about speed would work if it was a plain, they are in the middle of the park touma can just literally close a door and stay on a high building or hell even a big cage and just trows stuff or even then just break a metal bar and use it as a weapon, not even counting the possibility of finding any real ranged weapon to put down animals if they go over the edge or someone enters a cage (like harambe , god bless his soul), if he gets an extinguisher it's gg already
