So after browsing around I discorved the Smallville Superma profile and while I think its mostly alright, his High 6-B rating was really questionable to me. So it ends up linking to Brainiac, which also has really poor justifcations. So I decided to just rewatch some stuff until I found the sources
While okay... that also isn't the most clear cut justifcaiton. So looking at the episode Zod I found some other stuff for the Black Box
Now the above doesn't seem to good, but we have this statement from Zod early in the episode
Lana: The Pentagon?
Zod: There's something there I need.
Lana: What are you going to do?
Zod: Finish what I've started. The black ship would have sent the pulse around the world, reshaping its crust.
Lana: Into what?
Zod: My home.
Lana: The planet you were talking about ... Krypton.
Zod: Only this time it will be perfect ... the start of an empire, ruled by the bloodline of Zod. Lana: I thought you needed the black ship.
Zod: Its hard drive can still initiate the pulse, but I need access to your military satellites to broadcast it.

Which does back that its a global thing, or at least affecting the Earth's crust. So my suggestion would be changing Superman's thing to:
Large Country level (Withstood hits from Baern after he had absorbed the Black Box,which gave him enough strength to wipe out half of a continent and could reshape the Earth's crust )
And his AP should be "Large Country level (Capable of damaging people who can damage him)"
