Slow Motion Perception vs Resistance to Time Manipulation

How would altering the rate at which you view time affect people with time-stop immunity, or people with infinite and immeasurable speed (speed equalized obviously). People with time stop resistance resist having the flow if tine reduced to zero, but if you manipulate the way you perceive time, would it affect them? Since you aren't technically altering time, just how you experience it.

In addition: how would someone with infinite and immeasurable speed be affected if at all (speed equal, again)
 
Immesurable would have Time Manipulation immunity by default unless is some kind of Meta Time Manipulation.

Perceiving something in slow motion is not necessary Time Manipulation, it is associated with Perception Acceleration and Enhanced Speed more often.

Infinity could or not be affected by time stop or viceverse, at least mathecally point of view (reducing the speed of someone that moves at infinite magnitudes infinite times is indeterminated).

I never said time manipulation though. I said manipulating your perspective so things appear to move slower.
 
I highly doubt if someone is moving at infinite or immesurable speed it would need some sort of speed amp, at that point is unnecessary. Decreasing the speed a finite amount would be useless against someone with infinite speed and not quantificable for those with immesurable (with reference against another immesurable character).
