Is there a difference between regular time manipulation and time manipulation based on law manipulation? For example, if character A, who derives their time manipulation from law manipulation, faces off against character B, who has standard time manipulation abilities, does this mean that character A's time manipulation is stronger? Additionally, if character B has resistance to time manipulation, how would it affect the outcome?

In the series, character A is shown to kill an immortal being using her law only.
 
No hax is automatically stronger than another unless it has in verse feats of it being as such. For example, if the verse stated that manipulating the laws of time was a greater accomplishment than just manipulating time itself.

It's the same with stuff like plot manipulation. We don't assume it's greater than fate manipulation, or that it encompasses fate unless the verse specifically tells us that fate is encompassed by the plot. Otherwise, it would be an NLF, after all, fate is a subjective thing, it may not even exist in certain verses.

As for your other question, we only look at the effect and not the cause when it comes to resistance. So if someone uses Reality Warping to create a fire to burn someone, if they have fire resistance, then they can resist the flames. After all, it's not like the flames are warping reality.

On the other hand, if you resist Reality Warping, they won't be able to warp your reality to create flames on your body in the first place.
 
Time manipulation based on law manipulation is not much different from a simple time manipulation. Basically both control time, but one does it indirectly, by changing laws. Both are the same, but one of them gains an extra law manipulation, but there is no difference between the two time manipulations

It's also depends on the context. There can be absurd situations where the time encompasses the causalities, the whole story and all concepts(or something like that), in which case it becomes much more powerful because here changing time is also changing everything it contains. So, it's depends on the context.
