Should we consider luck ex as a kind of stomp?

This topic begins as I attempted to make a servent card for Morisato Keiichi(Ah!My Goddess) as crossover,Fate Stay Night fans believe that would be stomp for them as his luck has to be ex level,which they believe is almost unbeatable in practise. In fact,there are a lot of characters with abnomal lucky or unlucky,sometimes we consider that matter seriously,for example,despite advantage in status,if someone start a battle for lancer,the result would be clear,lancer dies in most unlucky way. And I noticed that other Ah!My Goddess characters do not have a page here,although we may argue about Keiichi's tier and status.Should we create pages?
