Not quite. Sorry. A literally infinite scale combined with enormous reality-warping versatility is required, if a character is reaching it through inventions.

Intelligence only regarding combat fields isn't sufficient for an Extraordinary Genius rating by our standards respectively, so trying to aim for EG only regarding combat stuff is inappropiate.

Perhaps a note should be added to the Intelligence page regarding this semantic?

There's nothing here that actually constitutes a Genius intelligence rating, none of Toji's listed feats like planning against Gojo's abilities would be anything beyond Gifted. It lists Maki and Naoya looking up to Toji as a fighter even though what they were amazed by was his strength which doesn't have anything to do with intelligence. As for his comparison to Naobito, there is nothing tying Toji as being more skilled than Naobito which would scale him to Naobito's intelligence. Naobito's reason for being a Combat Genius is due to the nature of his technique requiring him to have a natural born sense of strategic timing and framing to be used effectively without penalties.

While we don't see the process in full, Nugget was able to obtain cigarrettes (possibly from either the Hall Monitor or Ms. Applegate), chemically extract the nicotine from them, and use it to poison the nuggets for the Protagonist and Buggs. And he also knows the antidote for nicotine poisoning, part of it is Benzodiazepine, which Nugget has access to with his magic pills. These scans of what happens when Nugget takes his pills clearly match up with what Benzodiazepine does:
