Could we scale Winter to the surface area of the shockwave she took during the magic nuke?

The shockwave of the blast was strong enough to destroy all the clouds nearby, which were miles away from the epic center. Winter was closer to the blast than they were. If the shockwave was strong enough to travel for miles to destroy those clouds, wouldn’t it stand to reason that a person standing closer to the origin would take more damage?

I think she’d be closer to the whale than the clouds though. Since the shockwave would have had to travel miles to reach the end of the clouds.
