Conversely speaking, he would get his shit wrecked if he came across certain villains, something that is far more likely to happen than him randomly meeting Zen'ō considering he can't even get to his palace.

Depends on him. If he wishes to read about the opponent, he will take his time reading after the opponent is incapacitated due to becoming a book. After that, if he wants to,he can personally write stuff. If he has already decided on what he wants to write, he just thinks since the text gets transmitted, so he doesn't need to physically write.

Basically ths. Rohan has a few feats later on of not having to physically write in commands. But he tends to do so if he's already up close and personal and the target is incap.
