The logic is the exact same. You can always divide ana action into many.
Except in later parts, it has been shown to induce unconsciousness/orders the moment he uses it. So that point is moot.

Factually incorrect. The bullet pierces the skin of Target A. By that time, Target B is already dead. The bullet digs into the skull. Target B is already dead. The bullet drills through the brain, quickly ending Target A's life. Target B is still dead, and was dead first.

The time it takes to both think and launch an attack like that is certainly nowhere near instant compared to Heaven's Door. But as they are both thought-based quick kills, I still vote Incon.

Now, I do agree we need more interesting Rohan matches.
 
All Rohan needs to do is think and Mewtwo is incapped.

If they both do that at the same time, Rohan dies and Mewtwo recovers shortly afterwise.

So no, it's not an incon if they are equally fast.
 
Considering Mewtwo also uses precog first, and that one thought would put Mewtwo right behind Rohan's attack, it's still incon. If Mewtwo even lets precog cross their mind at all, they lose. If they get attacks off at literally the same milisecond, Mewtwo wins. In literally any other scenario, it's basically a coin toss.
 
Mewtwo uses TK before Precog

Heck if he uses Precog he wouldn't use TK in the beginning 90% of the time

either throw rohan very hard (he can throw him anywhere, even to space) or blow him up (that is what he starts with in the movie)
 
Rohan can write stuff on himself like "doesn't need to breathe" and "can fly". Getting blown up works, but is it faster than Rohan thinking?
 
Rohan's information manipulation cannot change how his body works. The guy couldn't even heal tumor or genetic mutations, so I doubt he'd be able to write stuff like that.
 
He actually wrote will fly back at x kmph slight difference but it does matter here. He changed what would happen in their future not in the present
