My vote would go to emeral for even if speed is equal emeral has .ore in his bag of tricks he has copied the fighting styles of sonic and ever other playable character in sonic battle and sure neo metal copied chaos data via the chao and shadows data ( which in metal overlord gave him the ability to use chaos control and reasonably this form would have it too but we have not seen it so that one is up in the air ) the only thing I see metal doing is going to copy his data and then he may gain the ability to copy move like him and at that point it may just be a stand still cuz one would do something then the other would copy and all of that but considering I don't know how metal does ether has to observe like emeral or has to absorb something so I can't even count that really if he can gain data like emeral by just observing it is a stand still if not I say emeral mid-diff
