Urshifu and Lucario are basically equal so it all comes down to skill and moves. Urshifu should be overall more skilled.

One thing is, Lucario in this situation would only be using attacks that it would use in the manga, not the ones it uses as a species. This means that while Lucario has an advantage in having 4x super effective attacks, it can literally get insta-bent by Urshifu using scary face a few times.

Before Riolu evolved, it survived multiple Hammer Arms from Regirock, So Lucario should be able to survive alot of Urshifu's Attacks.

I'd vote for Urshifu. While yes Lucario has a big chance of winning, Urshifu can easily outskill Lucario and just use a few good stat nerfs and that would be it for Lucario
