Rasengan AP

Shouldn"t rasengan ignore durability to an extent since it does internal damage to target?Base Kid Naruto's rasengan is small building lvl(9A) accordng to this calc.But only via external destruction it made.So,can Naruto harm for example 8C or 8B characters with that?What do you think about it?

I think the problem with your proposition is that, basically any hit strong enough would do internal damage. That isn't bypassing durability, it's straight up just hitting your target strong enough to hurt their internal organs. Real Durability ignoring would be the RasenShuriken who stabs the target on the cellular level, nullifying traditional durability.

No,i mean,shouldnt rasengan be much more effective than other 9A attack,like a simple 9A punch ro kick or another technique that deals mostly external damage(yes they also do internal damage but rasengan does it much better)?
 
Not... really. The rasengan is basically just hypercompressed chakra. Sure, it has a lot of force behind it that allows it to wreck someone's internal organs but that's about it. Durability ignoring would be like a 9-A being capable of slicing off a 3-A's arm because the 9-A has a sword that cuts through reality and the 3-A arrogantly took it. The normal rasengan doesn't have anything like that. As for your other question, possibly? The rasengan is fairly explosive and has a huge knockback effect for the target, but a punch or a kick of the same tier should stalemate it (since they're of the same AP). If a punch hits a rasengan with the same AP, the puncher might get sent flying though.
