Despite being the one to upgrade him, why is he 5-B? Actually, let me rephrase that. Why is he 5-B on the level he's at? Didn't Piccolo's feat happen after defeating Raditz, and he already started training (despite not being far into it)? And do we know Piccolo's PL during that feat? I'm not sure if Raditz should be tiered as being able to stomp moon-busting Piccolo (+ Goku) rather than just being comparable to him if that's the case.

I don't think Piccolo really gotten started on training; he mostly just watched Gohan. Also, Piccolo was still wearing his weighted training gear and didn't really charge the special beam cannon; meaning it was rather casual. Against Raditz, he removed his training gear and had to charge up to full power with the SBC.

Yeah, Piccolo gimmick is that he reveals his true power after removing his gear weighted training gear.
