The text actually doesn't mention Hyness himself doing this, I can't tell if we can say that he was the one who gave Zan Something her powers. Thought?

Yes. In fact, if you look closely, the generals doesnt use dark Hearts to amp themselves, because they don't need it, they already have a part of Hyness's power which is already higher than a dark heart.

I think that simply means that attacking the general is useless and that Hyness is using them as a shield. These guys are already 4-A, so they can easily tank some attacks from Kirby.
