Possible upgrade due to Android 21

Since Android 21 got a 3-A, in the FighterZ villain story, Cell was able to at least keep up with Android 21 in that story. Should Cell get a separate key or should he remain the same?

Dude, Android #21 is way above Cell in her labcoat form according to #16, and in those fights she wasn't even using half her power.

Plus... in one of those fights, Cell was manipulating a player's soul to his whim to make him stronger, and he still lost... then got eaten!

Plus, this isn't exactly canon to the Cell from the DBZ manga anyway.

Cell at the end of the game should be 3-A anyways, since he maneged to kill her along with Goku and Frieza, plus, he was still willing to challenge the Z Fighters once the soul inside the body was gone.

But since the game isn't canon, unless we add a key for every character in DB that has a non-canon counterpart, it doesn't really matter.
