Bermuda is able to supply all seven Vindice with flame energy even while sealed, and does it without any sign of being drained himself. Its also important to note that he fully replenished Jaegar's flames multiple times during one fight.
Because of this, I think that it is reasonable to give Bermuda a 7x multiplier over the Vindice, as logically he would have 7x the flames they do in order to charge them up. If anything, he actually has for more than 7x the power they do. Dying Will Flames are already accepted as having reliable multipliers due to the nature of its power system.
If accepted, then Bermuda's AP will be 34.44 Ronnatons from 7x the current Vindice value of 4.9 Ronnatons. This will make him High 5-A. His unsealed form will be unquantifiably stronger than this. UDW Tsuna will upscale from this unsealed Bermuda, and Kawahira will further upscale 30x to 1033 Ronnatons, or 1.033 Quettatons.
