This is a close one honestly.

Zehpyrmon is a mixed attacker who is extremely willing to play the range game. She also seems to have some sort of precog.

Her mind manipulation requires contact as she need to...booty bump Cell for it to work....(Digimon Everyone)

However, I feel as is Zephyrmon's crux here is that she can banish Cell to the Dark Area directly. Getting sent to the Dark Area is basically like getting Hakai'd.

I think Zephyrmon takes this 5.5/10.

She could literally use anything. If she notices that she cannot kill Cell any other way, she will send him to the Dark Area.

...I mean, technically Cell is immortal. He has Freeza's longevity, plus a body that regenerates any injury, and he can even revert to his younger larval states. He can also survive the cosmic radiation bombardment and the vacuum of space--so he could survive in the Void, pretty much forever. But he can't BFR himself back out unless he can sense Zephyrmon through the Dark Void, which is...unlikely?

So, Zephyrmon for BFR. Cell's only chance is killing her before she realizes she can't defeat him any other way.

Her BFR work by creating a portal right ? Well in this case maybe it would be her last resort if nothing went right against the cell which is very likely that it could happen, so she would win throwing Cell in the dark area so my vote goes to Zephyrmon.

More or less. I don't have any doubt that Cell could eventually escape by way of either suicide zenkais and/or training with clones, and then using his power to escape via Vice Shout, but he'd be incapacitated long enough to count as a loss against him.
