Okay, so it was brought to my attention that Goku Black had the potential to have UI and i thought, huh, Cell had their DNA and their powers so shouldn't Cell have Ultra Instincts?

And we know he can do spirit bomb, he said so himself, do theres nobreason he can't.

So i propose, Cell get High 3-A, reactive evolution, resistance to existence erasure (Goku and Frieza have it), sealing (goku knows mafuba in the black saga) and golden form (because Frieza).
