However!

I wanted to make a more grounded list, with evidence behind it.

This is manga-only, so no DBS Anime/GT/Toei shit.

ANDROID SAGA​

• Super Saiyan Goku (Vs Frieza): 150,000,000 BP (Daizenshuu 7)​
• Mecha Frieza: Around 150,000,000 BP (Frieza was confident he could beat Goku despite knowing his strength on Namek. Stated several times to be more powerful than before, has a "considerable" increase in BP)​
• Future Trunks (Super Saiyan): 200,000,000 BP (Easily one-shot Frieza. Using Vegeta v Cui's gap (24000 v 18000), it should be result of a 1.3333x increase in BP)​
• Future Android 17: 325,000,000 BP (Could deal with SS Future Gohan with less-than-half his strength)​
• Vegeta (Super Saiyan): 325,000,000 BP (DBZ Kakarot puts his power level at around 6.5 mil)​
• Android 17: 375,000,000 BP (Stated to be "somewhat stronger" than their future counterparts to the point Trunks couldn't put up a fight)​
• Android 18: 350,000,000 BP (Stated to be "weaker than 17")​
• Kamiccolo: 375,000,000 BP (Equal to 17)​

CELL SAGA​

• Imperfect Cell: 340,000,000 BP (Should at least be strong enough to defeat and absorb the future androids as that was their purpose. Inferior to Kamiccolo)​
• Imperfect Cell (Post-Humans Absorption): 450,000,000 BP (Could absolutely humiliate Piccolo and 17)​
• Android 16: Around 450,000,000 BP (Close to Imperfect Cell's Battle Power)​
• Semi-Perfect Cell: 825,000,000 BP (Added 17's strength to his own)​
• SS Vegeta: 800,000,000 BP (Stronger than Trunks, who even before going Grade 2 was already a threat to SP.Cell)​
• Super Vegeta: 900,000,000 BP (Curbstomped Semi-Perfect Cell)​
• Perfect Cell (Suppressed): 1,200,000,000 BP (Added 18's strength to his own. Easily stomped Super Vegeta)​
• Ultra Trunks: 1,300,000,000 BP (Stated to have "surpassed Perfect Cell" in physical strength)​

CELL GAMES​

• Mastered SS Goku: 1,800,000,000 BP (Half his strength was enough to spook the Z-Fighters. Trunks stated he has no equals)
• Mastered SS Gohan: 1,900,000,000 BP (Gohan was not impressed by Goku's power, nor his performance against Cell and thought he was holding back. Actually surprised Cell with his power.)
• Perfect Cell (Full Power): 2,200,000,000 BP (Even without using his "full power", he was stomping Gohan)
• Cell Jr: 1,000,000,000 BP (Equal to Vegeta and Trunks at the time. Trunks and Vegeta trained in the HTC again after SP Cell)
• SS2 Gohan: 3,800,000,000 BP (At least twice as strong as before)
• Super Perfect Cell: 3,500,000,000 BP (Not as strong as Gohan himself, but still managed to seriously injured him, but likely due to Gohan underestimating him)

BUU SAGA​

• Kaioshin: 450,000,000 BP (Much stronger than Piccolo. Stated he could've one shot Frieza)​
• Son Goku (Base): 40,000,000 BP (Stronger than Yakon, who has 800 Kili. 1 Kili is 50,000 BP)​
• Son Goku (Super Saiyan): 2,000,000,000 BP (A 50-times increase in BP)​
• Son Goku (Super Saiyan 2): 4,000,000,000 BP (Twice as strong. Said to be "even stronger than Gohan at his best")​
• Son Goku (Super Saiyan 3): 16,000,000,000 BP (Four times as strong as SS2)​
• Vegeta (Base): 30,000,000 BP (As he needed Majin to be fight Goku equally, he was somewhat inferior before)​
• Vegeta (Super Saiyan): 1,500,000,000 BP (A 50-times increase in BP)​
• Vegeta (Super Saiyan 2): 3,000,000,000 BP (Twice as strong)​
• Majin Vegeta: 4,000,000,000 BP (Equal to SS2 Goku)​
• Dabura: 2,200,000,000 BP (Equal to Perfect Cell)​
• Gohan (Super Saiyan 2): 2,000,000,000 BP (Stated to be "not as strong as before", but was holding his own against Dabura)​
• Majin Buu: 16,000,000,000 BP (Stated several times to be "equal to Goku's Super Saiyan 3". Goku admits he could've killed Majin Buu when they first met)​
• Kid Buu: 16,000,000,000 BP (Said to be equal to Goku in power, gaining an edge with infinite stamina)​
• Super Buu: 20,000,000,000 BP (Stated to be "somewhat stronger" than Majin Buu)​
• Gotenks SSJ3: 20,000,000,000 BP (Equal to Super Buu)​
• Gohan (Mystic): 25,000,000,000 BP (Curbstomped Super Buu)​
• Buutenks: 40,375,000,000 BP (Added Gotenks and Piccolo's strong to his own)​
• Buuccolo: 21,000,000,000 BP (Lost Gotenks's power, now he only has Piccolo, Goten and Trunks)​
• Buuhan: 45,000,000,000 BP (Added Gohan's power to his own)​
• Vegetto: ???,???,???,??? BP (Even in his base form he was the strongest warrior in the universe)​

Doesn’t putting Kakarot as evidence contradict this?

I’m not too keen on this. While I am certainly impressed with your efforts across the entire board, headcanoning PLs beyond confirmed measurements (multipliers), is very much something I think should be avoided. However, that’s not even my only reason for concern. It’s that PL differences yielding applicable power gaps is inconsistent. For example, Vegeta was only 2000 above Dodoria and was able to utterly curbstomp. Nappa was only 500 up Piccolo and thrashed the Namekian. So on and so forth.

I question your use of DBZ: Kakarot, since this is massively inconsistent with this era’s PLs. In fact, generally most are in that game. Such as considering Trunks Saga Piccolo a PL at 1 mil, when he was vastly above it from scaling to 2nd Form Frieza. Or putting that Goku’s Base at 3.2 million, which doesn’t make sense when you at all realize Goku’s casual finger blocks > Trunks’s full power sword strikes > Trunks casual attacks > Frieza’s max (who believed he could handle Namek SSJ Goku/was at 150 Mil.)

Every other rating created in this thread has my same concerns from the first point.

Fun fact. As Babidi rated SSJ Goku’s PL at 3000 Kili, it coincidentally, directly translates into 150 Million and matches his Namek Saga PL. Neat little Easter Egg, there.

I used it as a low end, it's likely Trunks isn't far behind Future A17's 325 million as Trunks based on the fact he could put up a fight against him.
Based on Frieza's "half my power" meaning half his power level, I think the half power statements should just double one's power level. Except for Early DB

It is a fun little detail. Goku likely was suppressing himself to hell and back as SSJ was only used as a light source, lmao.

Ah, and it's very self consistent with SS2 Goku finally exceeding Cell Saga Gohan's SS2 as mentioned by Majin Vegeta. (4 bil vs 3.8 bil)
