Now, what does ship lady start off with in character? Because Heavy can deflect her missiles with passive atmospheric shields.

She starts with her Photon Canons against human targets. How far can her missiles fly before they get deflected? Because their AoE is as big as a Warship

I can see Weather trying to make the ship rust by raising oxygen level, or create a mini tsunami to limit her movements. I know nothing about her, so I'm just throwing suggestions

Rusting is impossible, the ship vessel is made of nano materials, that can shift the atomar composition of her entire ship

Tsunami depends on how strong it is, Fog vessels can work as submarines too

movement limiting depends on how its done

Heavy could potentially freeze the water, making her immobile. From there he can keep hitting her with lightning or extremely strong winds.
