After all, recently in the databook it was stated that he can cut atoms.

We rejected this before (because there's an older translation of this) for two reasons

• In the webcomic a cellular level attack utterly stupefied him and per his own words completely outshone his atomic slash
• He has no evidence of atomic level attacks anywhere else

Why not add atomic damage to Samurai? After all, recently in the databook it was stated that he can cut atoms. And several times. Not knowing if it's AP or ignoring durability, but it's still cool

I believe his "fight" against King in the webcomic seems to contradict that.

In fairness, it should be said that he was surprised that King could dodge apple cells with a sword. Not that King was cutting cells. This is much more difficult, it requires incredible accuracy and dexterity.

The Psykos calc has been accepted at 1.49 megatons, the original low end Darthspiderr made. Obviously, this is a little more than 1/3rd HEO's calc, so it will not affect scaling. Therefore characters will remain as they are- generally "7-B, possibly 7-A+"
