An important aspect here is Garou. Garou copied Saitama using the Serious Punch and did not copy Saitama again until well into the Io fight. Despite that gap in time Garou showed multiple times that he could keep up and exchange blows with Saitama. Even if you don't consider it 100% of his strength for some reason, it still would comparable to his maximum potential since Garou wasn't one shot or anything.Serious punch by itself is by no means an indicator of going all-out, as he's used the technique plenty of times yet wasn't truly going all-out. I personally only accept him going all-out when he actually said he was.
Garou didn't generate the clouds or control the weather, which is what is needed for weather manipulation. Flooding the area with enough radiation to make black rain is just a by product of his radiation manipulation. It can be mentioned in that section, but it's not weather control.There were no clouds in the air other than the ones Garou created as a side effect of his fist. Additionally, mushroom clouds are traditionally dust and debris. Garou's blasts were made over an ocean and in air, leaving no possibility for it to be anything other than a regular cloud. That 100% qualifies for limited weather manipulation based on all the profiles that currently have that ability.

This is all a baseless guess. Garou knew Saitama was holding back a great deal, got Saitama mad and copied his serious power. His previous forms do not backscale to the Serious Punch Squared in my view.This same serious punch was also far weaker than the subsequent serious punches that were getting too strong too fast for Garou to copy, so the serious punch on Earth was within the realm of power for Garou. As you said earlier, Garou didn't copy Saitama again after Earth for some time.
