I'd argue in terms of pure hax Caesar outpaces Queen tbh. Especially outside of the verse itself.
Both of them have poisons and gasses, but Ceasar benefits from having an AOE knock-out move with virtually no counterplay without prior knowledge, on top of standard logia stuff.

Yup, unless they can hit both Tots at the same time from one of the realms, leave a clone in the dream realm to fight Dream Tot and synchronize with said clone to attack at the same time and the same body part, or destroy both the physical and dream realms at once, they ain't beating Tot conventionally (OP AF/Smurf hax on the other hand...).
