Greenbull absolutely tanked a Hao infused attack from Yamato that left her huffing with barely any damage to show for it. It's okay to say a character is strong without calling them Admiral level.

Lucci has proven to have worse AP than them as well as worse endurance stamina and durability/defense
Marco... Lol. Dude's only fought the Admirals when they were casual or weakened
They're all strong but not top tiers or near top tiers
