Tbh, the gap between a YC1 and YC2 is vastly smaller than between a YC2 and a YC3.
1. Queen and King are consistently shown as comparable, albeit with King being shown as superior every time (even Queen implies his own inferiority to King by calling him a "monster").
2. Queen fought and survived against a Yonko in a 1v1. He needed some favorable circumstances, but he still took hits from her with only moderate injury and hurt her to some extent. He also took hits from a YC1 and was viewed as tough by the same YC1 (Marco).
3. Other YC2 people like Ace and Jozu can throw hands with Admirals.
4. Even when Queen was younger, in just his base with a flaming stick he was throwing hands with the Scabbards, some of whom aren't much stronger than 20 years earlier due to having gone 20 years to the future.

Tbh you can make an argument for either, it just depends on if you think Lucci's Haki is good enough to bypass Ace's Logia.
Yeah, but at least Lucci has a wincon in Rokugan, since we don't know if King has the internal damage resistance of the Seraphim.
And Lucci is likely somewhat faster. His normal awakened downscales from G5, who scales above Thunder Bagua, while his Awakened Kami-Sori flat-out dodged a point-blank chomp from G5.

I mean, even his no-flame self is really durable, it's just that Zoro's AP was through the roof.
His no-flame Base couldn't be pierced by Greenbull's buso vines, and his Zoan form's durability scales above his Zoan AP and likely scales to his Imperial Pride Stake's AP, since both times he used that attack were with flames off so he would've needed to endure the force of that attack.
Does King even have regen?
