iirc Jinbe was burned by Ace and Prometheus despite using Haki
Luffy took an attack from Prometheus without using Haki or guarding and tanked it.
His resistance is even higher with stuff like Haki.
Not to mention that while Kaidou could burn him until he was black, he managed to reflect the same attack by simply rubberizing the ground.
There's a lot of things Luffy can do if Sanji tries to hit him with flames.
In fact, seeing as he could literally grab lightning, he could probably just grab his flames.

Akainu Aura < Luffy Base Resistance ~ Jinbe Base Resistance < Jinbe Haki < Prometheus < Luffy Haki

Akainu Aura < Luffy Base Resistance < Diable Jambe < Sanji Base Resistance < Sanji Exo < Ifrit Jambe

Ifrit scales higher than Luffy's haki in terms of heat/heat resistance.
 
Base Luffy doesn't scale in combat speed to Bagua, but his reaction speed does IIRC so his reaction speed should be enough to dodge Sanji.

KoH Zoro is a massive issue to Base Luffy though.
