This is mostly off feats and portrayal
Reason people like Akainu aren't in Yonko or God Tier is because I'm only judging off the feats he has rn, I'm sure he'll prove his worth as the Fleet Admiral soon but for now he's still just Admiral+.
Was tempted to put Kaidou and BM in God Tier but I might get clowned for that so..

Seraphim should be at least YC1
Shiryu should be Admiral Tier
Rayleigh is Admiral tier
Jinbe can oneshot Who's-Who, and should be in YC3
Dragon > Sabo, so at least Admiral
Old Garp and Sengoku are Admiral level.
Lucky Roux and Yasopp should be pretty high up due to Roux going "ayo Shanks we gonna stomp Kid no diff. More like Useless Mid and Filler, amiright?"
The 3 revolutionaries that fought Fuji and Greenbull alongside Sabo should downscale off of Sabo.
Weevil should be YC1.
Sentomaru should be fairly decent, due to being way stronger than pre-TS.
Crocodile got back up after a hit from Jozu, and was fighting Doffy, so at least YC3.
Smoothie is VA+, cmon.
Hancock is at least YC1.
Vista is Admiral-tier due to the Mihawk skirmish.
Zunesha onetapped Jack's crew, so it should be YC2 or YC3.
Burgess > Casual Sabo, due to his DF boost, so I would put him at, say, YC3.
Stussy > Base Kaku, from what I remember, so VA+?
Enel is Hax.
I'll assume you mean pre-TS Kaku here, but even he should be in Officer.
Smoker is VA+.
X Drake and Apoo are YC3.
Lucci is at least YC2.
Ace fought BB(who had backup) and matched Aokiji, he should be Admiral-tier.
Kawamatsu and Inu + Neko should be at least YC2 due to their best attacks harming Zoan Kaidou more than Queen's Brachio Bomber did to Base Big Mom, maybe Kin'emon too, since he's kinda just the numero uno of the group.
Kid should be at least YC1 for damaging Bigger Mom with his best attacks.
Marco fought Admirals. Admiral-tier.
Oden is Admiral-tier at the minimum, cmon.
King should be roughly Admiral-tier.
Im having a method to erase an entire country, and being confident this would easily kill Sabo, should put Im at Admiral-Tier at the minimum.

Sanji - Queen = Sanji mid-high
Zoro - King = Zoro mid-high
Luffy Kidd and Law vs BM and Kaidou = LKL high-extreme
But seeing as Queen has a metal arm, Kidd could afford to go off track for a little bit and toss him around so he's out of the way, then Sanji can help them out.
Only problem is Sanji can't hurt BM or Kaidou so maybe he could help Zoro with King.

Sanji and Zoro show up, with Sanji pestering Kaidou and Zoro cutting Prometheus in half, slicing a Boro Breath, and re-opening Kaidou's chest wounds 3 times at once.
