Layers are f.... Forgot how to explain it

It can't be fire heat 1 to 1.3 as that will then end up just being potency, you need it to be fire heat 1 to 2 which then makes it a layer
Now including layers with haki works in some ways differently as even the 1 to 1.3 can become a layer since that's how the arm haki functions, they will start acting like 1 to 2 even tho they are 1 to 1.3
I need to first explain layers better first but

Nah. Does everyone really need H6A upgrade? He's gonna scale higher in AP/Durability but still be in the same tier. As for speed, I think I can make a case for his normal combat speed scaling to the speed of his wink attacks.

In verses i have seen it, characters have actual resistance to things like area sensing, future sight or other precog/ESP abilities and thus can't be sensed/seen by it, until a character with stronger abilities comes and can see it.
Giving an example of a verse i know, Ning and others of his verse have type 4 acausality, so even if reading the entire future of mortals is possible they can't use it against each other, but characters of higher stages can do it.

Observation haki "layers" are more or less seperate applications rather than actual potency layers. (mind reading, intent sensing, etc-- those are layers of kenbun)
in terms of potency busoshoku is more linear, since it's usually defined by 'stronger armament' instead of having specific things to work through like kenbun.
