"In Oda's initial draft for One Piece Film: Strong World, the Big Bad Gold Lion Shiki was building a Weather-Control Machine on a sky island which needed four Green Rocks to power it (said Green Rocks were actually referenced in the very first teaser), and this was presumably the genesis for the kidnapping plot. It was also written to be an intense piece, but Oda threw the whole thing out because he felt that it was too forced."

Funny enough, I used to want High 6-A Katakuri, which is why I used to support High 6-A perospero (since Kata > Perospero).
However, a number of factors killed this:
1. Jack stomped multiple Sulong warriors at once, each of whom is stronger than Sulong Carrot who matched Pero until the moon was blocked by clouds.
2. Katakuri got hurt by ******* oven.
3. A G4 Luffy who scales above Katakuri did worse against Kaido than each and every one of the Scabbards.
4. Cracker, who is above Perospero and comparable to Katakuri's Awakening, got stomped off-screen by Aokiji

That was base Kata without Koka, Base Luffy with Koka damaged him.
So yeah, Kata is fodder without Koka.

Katakuri should've been as strong as Douglas Bullet was.
Or, at least, G4 Luffy should've done about as well against Kaido as the Scabbards did in their first fight (since he did beat a YC1).
As in, do a bit of damage and draw a small amount of blood, just enough for Kaido to get excited from being actually hurt by an opponent, but then getting overpowered by a serious Kaido who laments his lack of worthy foes.

Buggy would know Prime Rayleigh's power.
Not to mention, he one-shot Big Father Bege (who took hits from Big Mom), and was so strong that pre-Gura Blackbeard was intimidated by him.

This produces quite wonky scaling.
It means Bege taking hits from BM but not Bullet either scales him to H6A and so does Bullet, or Bege taking the hits from BM is an outlier which is the very obvious other choice.
But then.. It will still mean that Gear 4th Luffy was H6A in that movie because Blackbeard didn't wanna **** with Bullet but Luffy defeated what is presumably a stronger version of Bullet ( as he might have been washed up due to being in prison ).

Unless Akainu is as strong as Prime Sengoku due to having the exact same role in the navy as him, but we don't know if he's that strong and him having the same role/title means nothing because people like Buggy can be an Emperor but not even as strong as Crocodile.
