​ There was a protest against vought going on at vought tower. but suddenly a man dressed in red with a helmet on his head and heavy weapons forced his way through the crowd and began to scream at the tower. he would seem to be calling out The Seven. more specifically, he was calling out Homelander "Come out here, you coward! America will not have any of this!" This man, unknown to these civilians, was Jane Doe. The Soldier The mercenary screamed at Homelander and the rest of the seven. He has his eyes set on Homelander and will not let him get away. He wants to fight him personally, and show him the true meaning of bravery and valor. He wants to show Homelander that he is not the hero America wants or needs. Homelander flies down from Vought Tower. His cape flows out behind him, and he stares down Soldier with his red eyes. “you little bastard... You think I’m a coward?” Homelander finally lands and walks down the stairs to face Soldier in the crowd "I... am America, actually. It's quite literally my job to be the nation. But you, sir? Honestly you are the one being unpatriotic." The Soldier is in shock. He can't believe the words that just came out of Homelander's mouth. He is a veteran who fought on the front lines, he even earned the medals that he made. he is not about to let someone like Homelander take away his patriotism. He decides that he will have to teach Homelander a lesson about true patriotism and heroism. He is not afraid to stand up for what he believes in, regardless of the cost. This is what it means to be a Patriot. "Judas!!! You're not the American we want! Your powers don't compare to the men who died for their country! You are no hero, you coward! You are unpatriotic to everything I stand for! America doesn't need you! I am coming to kick your ass and show you how an True American fights Hippie!" upon hearing this, Homelander's eyes would go red once more causing the other protesters to run off in a panic as the two’s battle began.​

yeah he scales to the charred human stuff, while the ap is pretty much the same, homelander scales by one shooting people in this level

all equipment means like, up to MvM or including optional equipment? he is far more versatile either way but this might make a difference

homelander can one shot him in melee but i forgot if his lasers can also one shot others, soldier can keep his distance with the rocket launcher, especially with the direct hit, and rocket specialist stunning homelander is a good way to avoid him while he builds up range to get stronger, also his weapons seem to scale in one shooting other 9-As so the AP might be on par if he keeps his distance with rocket jumping.

at the same time though, he could also his laser weaponry which is 8-C

Don’t think so

all I remember is homelander having laser vision, super screaming sound, and enhanced abilities that a human already possesses

Then there really isn't anything stopping Soldier from just one-shotting Homelander via his equipment, since he has 8-C weaponry
