He was just making a scary threat, not actually planning on scattering Goku's atoms into "space dust"; Vegeta made that dust threat as well

I would imagine this is one of those case-by-case scenarios but in this one, Baby probably is just making a hyped threat of destroying them so thoroughly they would be nothing more than space dust. Considering Vegeta said something of this remark on the "space-dust" thing, plus Baby quickly changes from "vaporize" to "atomize" does make it seem odd for non Japanese readers and I wouldn't blame them for thinking so.

IDK, it depends how it's also done too. But if I still remember how DB is even now, they probably just doing some destructive Ki-blast techniques to do that unless it's something specific and complicated like the Gods of Destruction's "Hakai" move.

It's basically describing how it attacks, or using one form of its attacks that doesn't tell much or offer much at all.

The far bottom right does say there's a continuous fire ver as it's read but I don't think you really need it if the series more or less already tells you what it can do.
