So why is madara at Low 5-B with text saying he's close to hagoromo and Obito has that text as well?

Obito doesn’t have that statement his statement is refer to his power set, his abilities, not his AP. How do we know this? In the very next sentences it says Naruto is similar to Obito in respect that he’s a “ten tails Jin” and therefore has some of Hag’s ABILITIES. For Madara it’s talking about his power level, his AP; for Obito it’s talking about his power set, his abilities.
