Yes, according to Hagoromo and the Databook, she used the IT a lot in the past.

IT can be used like a regular genjutsu too.
And the same sources I mentioned also talked about her using the Sharingan's power (among other things) to subdue the earth's population, which should logically include the Sharingan's ability to cast genjutsu.

Erm, maybe. Sharingan can affect the Bijū while they're inside their human hosts, and the Bijū are pretty much spiritual entities that can possess their human hosts.
Genjutsu can also affect Edo Tensei, which are disembodied souls that are anchored to dead bodies.
