Pretty simple. Currently, Minato's AP justification contains the following:
Attack Potency: Island level (justification), higher with Rasengan (Minato created the Rasengan to counter Bijū Bombs.[41] As a teen, he clashed with a Bijū Bomb from Kurama who had a large amount of his chakra released[41]), far higher with Sage Mode (Much stronger than his base form, as Sage Mode is stated to dramatically enhance one's Ninjutsu, Genjutsu, and Taijutsu[42]) | Island level (Should not be much weaker than his alive self, as the Hokage were revived at near their full strength[43][Note 2]), higher with Rasengan (Should not be much weaker than his alive self's Rasengan), far higher with Sage Mode (Sage Mode drastically enhances one's Ninjutsu, Genjutsu, and Taijutsu, In Sage Mode, he was able to injure War Arc Kakashi with his Rasengan,[44] even though Kakashi teleported it away before it made full contact with him[45])
It used to be higher with Sage Mode, far higher with Rasengan, but at some point it was flipped. I would've suggested reversing it, but upon further consideration, it'd make more sense to just treat them as separate amps rather than comparing them, as there are no direct comparisons between SM Minato's normal attacks and Base Minato's Rasengan (plus, there's the fact that Minato's Rasengans in Sage Mode are obviously above his Base Rasengans). Thus this would work better (I also made some wording and imgur changes, will add references when adding to the actual profile):
Tier: 6-C, higher with Rasengan and Sage Mode | 6-C, higher with Rasengan and Sage Mode, 6-B with Kurama Mode
