May as well complain about landmines being used to kill when they don't move, or grenades being only as fast as someone can throw being used to kill.
Or expecting every military in the world to not use guns because like 5 dudes just so happen to be able to dodge bullets, and then use what? Their bare hands instead?
Bullets hurt, they can dodge them. They don't even fear bullets, it's only ever an issue when they're surrounded by like a dozen dudes, or used by someone like Ocelot to where dodging a bullet doesn't mean shit because he'd just bounce it back, and even then dudes like BB has taken out a group of armed soldiers before they could even react.
