If you read the teach me Ciel sensei sections in the tsuki remake, its obvious that Neco-Arc and Arceuid are the same being
Here, you can see Neco-Arc and Ciel refer to Neco-Arc like she is actualy Arceuid. Theres more cases of this in the Ciel-sensei segments, but I thought just this would be a good enough justification
