I mean...maybe? I'd definitely say Hyper Beam or Aura Sphere or something would be subject to Full Counter, But Leaf Storm is just leaves. Granted, it works on Wind magic and such...

But it's not really wind magic. It's just leaves, which is mainly where the strength of the attack comes from.

The problem is it's not wind magic. If wind was the driving force behind the attack it would be a flying type move. Besides, like Cal said, Sceptile mainly uses physical attacks anyway so I don't know how effective full counter would be in the first place.

Pokemon has no magical moves though, special attacks are just the pokemon launching attacks from long ranges.
