VIII, since that seemed to be the minimum intensity correlating with magnitude 7.0 or higher and the earthquake was one that would definitely qualify as a 9Sure.

Unfortunately the 39.57 end is 1.35x away from the + threshold so...1.2x is the one I see most commonly used. And its also the unwritten standard that was decided to use last time I checked.
