You mean Hawkins's dolls? Those can't be created on the spot (he couldn't create more mid-battle in any of his fights) and he needs people to reflect the damage upon. Don't forget we're talking about Luffy here, sacrificing people to reflect the damage seems very unlikely.

Gin said that Luffy would create clones through Cracker's powers (and use them as targets to redirect), and with subjective reality Luffy could simply pull dolls out of his hair, even though Hawkins never did that.

Asta time stops, creates at least 10 clones using flesh, bone blood and soul magic, those clones use mirror brigade, creating 10 clones each, this 100 clones use ultimate magic conqueror eon on one Asta plus Zetten, plus mana zone on one Asta, plus eldoscia (if available) plus reincarnation magic, plus Sally x10 magic amp, plus Rills valhalla which is another Amp, plus devil union, plus spirit dive with the four spirits (gnome still does not appear but **** it) plus Leviathan spirit dive, then they throw this on Zora's magic traps (x2) and Asta uses antimagic to reflect this to the magic trap again (x4) and FINALLY

As far as we know, Hawkins can only link living beings with his damage transferal, otherwise he wouldn't need to go around sacrificing his subordinates, which ultimately results in having less and less access to dolls.

Also, we don't know what's needed to link a doll to someone, as we saw with Kid each doll is linked to an specific person and since Hawkins can't simply create one of his opponent it's very unlikely that they can be created mid fight.
