Lucy Heartfilia vs Josuke Higashikata (JoJolion)

I was thinking, with the release of Part 4's anime, Josuke needs some recognition. I know this is JoJolion's Josuke but he seems a little left out when it comes to battles, seeing as how everyone worships GER and DIO.
So this battle will take place on a grassy field with the both of them 10 meters apart. Win by death, incapitation or BFR if even possible.

Well technically BFR is possible but it is very out of character for Lucy (and not even accesible for her, but as an ability of her summon who is basically using it as teleportation to her world)

Anyways Josuke have pretty powerfull hax , but is he capable of dealing Multi City Block damage ( or even City Lvl if scaling from Jacob is possible)? If no can he bypass durability to a good extent? As for speed is he capable of activating Soft and Wet fast enough , or starts in it?

well he can use his bubbles to make lucy explode

Assuming he can block with Soft & Wet, he should be able to deal with the damage long enough for him to bypass durability.
