Well as it stands, Josuke has higher AP by a few times over (GE downscales, but is comparable, to SF), Josuke has a 3x AP advantage rounding down.

Both have excellent HTH combat skills and actually use that shit.

What's problematic is their abilities and how'd they use them, they both got shit that could net them a win.
 
AP goes to Gappy
In terms of viability of their numerous abilities in combat Gappy has explosion manipulation and vibration manipulation
He could also employ his bubbles for defensive purposes.

He could use his absorption to steal friction from the ground, Giorno himself or Giorno's eyesight-if he can get near enough, they're both Close combatants so it's likely.

Giorno on the other hand is a tad lower in power

He's got his Sense manipulation which he could use to frenzy Gappy, Age manipulation but I think it's OOC to use on person's and quite a few abilities from the creatures his Life manipulation creates

I myself can't decide on a vote and will wait for more input
