Low Multiplier via. clones question

So a character has a freezing feat for creating a giant ice statue while poisoned and vastly weakened to the point that he is incapable of standing, which is the basis for the multiplier. Previously he casually created five ice clones to toy with his opponents, and stated that each clone is as powerful as him, and left to fight stronger opponents.

Would this qualify for a low multiplier since the character multiplied his freezing capabilities?
