I don't think we actually can restrict finishers, but let's talk about them anyhow. Den-O's only real advantage there would be the capability to reach a higher level of AP via finishers, but I really don't think Ryotaro's gonna get a solid enough advantage out of that. Atago has far move impressive mobility which combined with danmaku, is gonna give Den-O a pretty hard time since it'll easily overwhelm him. Atago's also got:
-An AP/Durability advantage
-Skill and experience advantage
-Amps to widen the gap in power, even if just by a little
