November Rain is cool but it feels limited in combat. I mean yeah, the heavy rain is quite deadly, but it has a short range for it to reach, and its durability might be questionable once a stand battle begins.

And Soft & Wet didn't even have a body till ch2.
The last handful of mc stands, since GE actually, have all started off quite limited, before manifesting a true form. Though in this case it doesn't like physically it'll be attacking, the actual ability could be highly versatile and probably is, wouldn't be surprised if it's a combination of gravity manip + water manip.
The stand could also fight with its limbs, like a mantis or spider and stab shit.
