Is the Eye Laser & Solar Flare from Dragon Ball light speed?

I mean not only it's a beam of light coming out from the user using the technique, but it also shoots in a straight array just like a real life laser and it also doesn't explode in contact upon the hitting surface of the object. So are we allowed to treat the eye laser technique from Dragon Ball the same as real life lasers?

As for the Solar Flare technique, it's described as "technique, which provokes a white light to fire out and blind everything watching except the user, since they are projecting the light".
 
I think the laser eyes are just another form of Ki attacks, we know that Ki attacks can be used from strange parts of the body, such as the feet, mouth, and even the nose (Beerus sneezing created a Ki attack that obliterated a planet which I think was stated to have the density of a star or something), so it's not surprising if it is just Ki, and obviously Ki blast's aren't just pure beams of light with a set speed.

Well, the Solar Flare seems to actually be based on using light from the sun, which is obviously light speed, so yes. Although, as it has been established many times, the Kid Goku feat involving the Solar Flare doesn't make Kid Goku light speed or higher, since he never actually dodged it, he simply predicted it and grabbed Roshi's glasses, a plan he came up with since before the fight for the technique's ineveitable use, it makes it worse that Tien takes a specific stance and literally shouts the attack's name before using it. If he hadn't used it in a previous match, Goku wouldn't have done much to counter it.
